Pool and Spa owners must register Pool or Spa with their local council before the deadline of November 1, 2020.

The Owner must lodge their Compliance Certificate with their local Council, within 30 days from time of issue. The Owner has now fulfilled their legal obligations with Victorian legislation. The Owner will be required to obtain a new Barrier Compliance Certificate every 4 years, which is calculated from the date of your last Certificate.

In Victoria, all Spa or Pool safety barriers must be inspected every four years. This timeframe aligns with the requirement from the council that a Certificate of Barrier Compliance must be lodged every four years. Yes, you can sell a house in Victoria even if its Pool and Spa barrier is not Compliant (meet all the rules). But the sale contract needs to have a "non-compliance certificate" included. The new owner has three months to fix the Pool or Spa non-Compliant issues to receive a "Compliance Certificate”.
Once your Pool or Spa Certificate of barrier Compliance is lodged within 30 days of its issue date, it will remain valid for 4 years, when your next mandatory Compliance Certificate Inspection is due from date of issue.
